Andrew Shiotani
Biography
Andrew ('Andy') joined Brown in September 2025 as the Director of the Office of International Student and Scholar Services (OISSS). In this role, Andy is responsible for supporting the OISSS advising team in providing high-quality immigration services and programs to Brown's international student and scholar community. In addition to overseeing the day-to-day operations of OISSS, Andy directly manages the University's F-1 and J-1 visa programs, monitors ongoing changes to federal immigration policy, and works with campus stakeholders to strategize on matters relating to the University's immigration compliance and international community support systems.
Andy has been working within the field of international services and international education for nearly twenty five years. Immediately prior to joining Brown, Andy served as Director of Services for International Students and Scholars at the University of California, Davis, as well as Director of the International Center at Tufts University in Medford, Massachusetts. He has volunteered actively in NAFSA: Association of International Educators and presented at numerous regional and national NAFSA conferences on topics relating to immigration compliance, international student and scholar advising, equity and inclusion, and related topics.
Andy holds a bachelor's degree in Foreign Service from Georgetown University and master's degrees in regional studies as well as comparative education from Harvard University and Columbia University, respectively. He is an inveterate dabbler in languages, including Japanese, Mandarin Chinese, German, and Korean.
